Crown Point Community Center Addition & Renovation

SECTION 00 11 13 – NOTICE TO BIDDERS AND NOTICE OF PUBLIC HEARING

Sealed bids for the Crown Point Community Center Addition & Renovation will be received by the City Clerk of the City of Johnston, Iowa at her office at 6221 Merle Hay Road, Johnston, IA 50131, before 2 PM on December 7, 2023 and will be publicly opened and read aloud for the following public improvements:

Renovation and addition to the existing Crown Point Community Center located at 6300 Pioneer Parkway, Johnston, IA including wellness and fitness spaces, community and meeting rooms, offices, restrooms, storage, mechanical and support spaces and exterior improvements.

Bids will be received for a single prime contract.

The results from the bid opening will be reported to the Johnston City Council at their meeting on Monday,

December 18, 2023, at 7 p.m. at which time the Council may take action on the proposals submitted or at such time as may then be fixed.

The City Council of Johnston, Iowa, will hold a public hearing on the proposed Plans, Specifications, Form of Contract, and Estimate of Costs for the construction of said improvements at 7 p.m. on Monday, December 18, 2023, at the Council Chamber in City Hall, 6221 Merle Hay Road, Johnston, IA 50131. At said hearing, any interested person may appear and file objections thereto or to the cost of the improvements.

Bidding Documents may be obtained from Beeline + Blue, 2507 Ingersoll Avenue, Des Moines, IA 50312; Phone: (515-244-1611) or through their on-line plan room at www.beelineandblue.com.

Plan deposit, of $100.00 per set, will be returned to Bidder when bid documents are returned in reusable condition within fourteen days after award of the project. Members of Associated Builders and Contractors of Iowa may obtain Bidding Documents by use of the non-cash security method adopted by the ABC of Iowa. Members of Master Builders of Iowa may obtain Bidding Documents by use of the non-cash security method adopted by the Master Builders of Iowa, Inc.

Refer to other bidding requirements described in Division 01 Section “Instructions to Bidders”.

Each bid shall be submitted on the Bid Form provided with the Bidding Documents and shall be accompanied by bid security as set forth in the Instructions to Bidders, in the amount of five (5) percent of the total bid.

Performance Bond Requirement: 100% of contract amount.

No bid may be withdrawn for a period of 30 calendar days after the date of opening.

The bidder to whom the Contract is awarded shall commence work no later than the date set forth in a Notice to Proceed to the Contractor from the Owner or its authorized representative. The notice to proceed is anticipated to be issued on January 22nd, 2024.

The work of this Contract shall be substantially complete on or before December 31, 2024 and ready for final payment in accordance with the General Conditions on or before January 31, 2025.

By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the state of Iowa.

To the extent permitted by law, the Owner reserves the right to waive minor irregularities and to reject any and all bids.

This project is sales tax exempt. The Owner will issue an exemption certificate for the purchase or use of building materials, supplies, and equipment that will be used in the performance of the construction contract.
